This message targets personnel, administrative, disbursing, transaction service centers, and regional support centers regarding current personnel and pay issues for both active and reserve personnel. 2. Reference (a) announced the updates to the Command Pay and Personnel Administrator (CPPA) Program to include 24 continuum of training Navy e -Learning courses required to be completed within 36 months of being assigned as a CPPA. Reference (b) announced the requirements for completion of the CPPA Certifying Officer Qualification Card and provided the most recent version of the Qual Card. 3. The purpose of this message is to identify course removal/retirement, course title changes, and program requirement amplification. 4. Course requirement retirement/removal. Para 4.a.(1) of reference (a) lists *CPPA Overview Course V2.0* as a valid means to obtain the 791F NEC. This course has been retired and is no longer a valid option for CPPAs to complete. Exhibit 3 of reference (a) lists this course and will be removed in the next update. 5. Course title changes. Exhibit 4 of reference (a) lists *PAYPERS Command Pay and Personnel Administrator (CPPA) Page 2 and Record of Emergency Data (RED) Dependency Application (DA) Training PERS2-PAYPERS-CPPA-PG2REDDA-V1.0* as a required course to be completed in Phase 2. This course was replaced with *PAYPERS Command Pay and Personnel Administrator (CPPA) Dependency Application (Legacy Page 2) Training PERS2-PAYPERS-CPPA-LEGACYPG2-V1.0* 6. Program requirement amplification. The CPPA continuum of training was developed to ensure a consistent mode of delivery of updated training is available for the Personnel/Pay (PERSPAY) workforce. Completion of the 24 CPPA e-Learning courses is foundational to ensure a level of skill is acquired before continuing beyond Journeyman level training. Although reference (a) does recommend that the 24 e-Learning courses are to be completed within 36 months, it is further recommended that CPPAs complete these courses much earlier to commence Level 2 and Level 3 qualifications under reference (b). 7. In late February, MyNavy Career Center (MNCC) began the process of updating the MNCC and CPPA Resources pages on the MyNavy HR website to become more user -friendly based on fleet feedback. These updates are expected to continue for several weeks, so bookmarked pages and link locations will change. However, a direct link to the CPPA Resources was placed on the homepage of MyNavyHR website to ensure users have the most up-to-date information one click away.
